`skip_on_dev_version`?

This is fairly rare, but sometimes we only want to test on release versions (Like duckdb/duckdb-r#1517).

I think a new helper for that would be helpful.
The function should check the version number like this:

Not everyone uses the same version structure for dev versions, so I think this is a helper that you will have to write yourself.
