[FR] Use `setup-renv@v2` when `use_github_action()` is called and project uses `renv`

Using setup-r-dependencies@v2 action causes issues when renv is used in the repository (see the related issue at r-lib/actions#1028).

So I think it would be great if the use_github_action() could substitute setup-r-dependencies@v2 for setup-renv@v2 when the project uses renv to avoid such problems.
