Potential integration with Posit Public Package Manager

Just making a note that we have been in discussions with Posit about this.

Goals:

• Historical archive of production snapshots.
• Unified repo link for package installs: R-multiverse production + CRAN at the day of the snapshot. (Could help with Policies for package name conflicts #53.)
• Potentially take care of the web hosting for the current production snapshot (Web hosting for production #111).

From #150, we do have the capacity to host our own binaries now. So unless it is difficult to apply for a Cloudflare sponsorship to support R2 storage, we might not have to rely upon direct p3m integration.

I think our snapshot solution meets our needs. We can think about p3m as an independent service.

We do still rely on p3m to check against a specific CRAN snapshot. That is working super well.
