People often ask me which packages should be submitted to R-multiverse. The short answer is that we accept all packages that comply with our policies. On the other hand, we don't want a wholesale dump of all of CRAN or Bioconductor.
And as for individual packages which are already well-established on CRAN, that's a bit fuzzier. On the one hand, there's a lot to like about R-multiverse as a safety net in case CRAN archives your package. On the other, you probably don't need to add dependencies you don't maintain from the Tidyverse or r-lib.
CRAN is a dependency of R-multiverse in the sense that packages from the latter implicitly depend on packages from the former. The user-facing package installation instructions at r-https://multiverse.org always recommend to provide a CRAN URL in addition to an R-multiverse one. CRAN packages don't necessarily need to appear in R-multiverse, but maybe we could make that point more obvious.
