GRUB won't install properly

After I finish the intall and reboot, it says GRUB can't find the enable shim lock command. I tried with and without secure boot and no difference. I also tried to chroot into the install from the live usb and reinstall it that way. but it either says the efi isn't found or it isn't a valid efi partition. Am I doing something wrong?

Is there any chance that you guys are using legacy boot? And are you using online installer
