Add 'Device' configurations to enable Push notifications

Have devices register their device information and push tokens to enable push notifications for things like:

* [ ] #26 Playtest Simulator
* [ ] Notifying user of season rotations 
* [ ] Notifying users of a new expansion releases
* [ ] Notifying users of new features
