capg: add infrastructure components

Add infrastructure-components.yaml, which contains the resources
needed to run the CAPG container locally.

Th infrastructure-components.yaml is published upon a release of capg
and is obtained from the assets sections of the release in the github
repo: https://github.com/kubernetes-sigs/cluster-api-provider-gcp/releases
