data: Add OpenStack CAPI components

This was generated from the CAPO repo using the same release version,
like so:

  make release-manifests

(the file then gets dumped to 'out/infrastructure-components.yaml')

They can also be sourced from the following:

  https://storage.googleapis.com/artifacts.k8s-staging-capi-openstack.appspot.com/components/v0.7.0/infrastructure-components.yaml

per the CAPO README.

We probably don't want to be syncing these manually but this is how
things work for every other provider currently so 🤷.
