update RHCOS 4.17 bootimage metadata to 417.94.202407010929-0

These changes will update the RHCOS 4.17 boot image metadata from 4.16.
Notable changes in the bootimage are:

OCPBUGS-35410 - Resizing LUKS on 512e disk causes ignition-ostree-growfs
    to fail with "Device size is not aligned to requested sector size."
