3.13.2: Quorum queues replica state: two nodes time out, another one lists itself as an election candidate

Hello Team,

We have upgraded the rabbitmq cluster to 3.13.2... And again we were able to hit the issue of Raft State Timeout.. As shown in below Image

One thing I want to point out here is that queues with names have UUIDs and words like "request" is NOT a relative transience , the name of the queue contains the UUID but it stays as persistent queue... They do not get remove..

Last time when we opened the issue #11181 .. we were guided to upgrade to 3.13.2. .Mentioning the previous issue for reference

Can any one from community help us in giving the pointer where the issue can be.... As recommended by community we have update the version to 3.13.2..
