Don't sync classic queues which is not durable with policy.

I have set the policy below, rabbitmqctl set_policy -p / ha-allqueue "^" {"ha-mode":"all","ha-sync-mode":"automatic","ha-promote-on-shutdown":"always"}.
With this policy, all queues will be synced.
If a queue is not durable and was synced due to the policy. Sometimes it will became NAN.

Can we set a policy which don't sync transient queues without knowing the naming rule of queues? thanks!
