problem with stream cluster，The message keeps increasing，but incoming rate is 0.

version: RabbitMQ 3.10.5 Erlang 25.0.2

when i in stream cluster situation，create stream with args:

x-max-length-bytes:10000
x-stream-max-segment-size-bytes:1000

now stream with three node，a leader and two followers。

then i send msg by management-ui，After many times，The message keeps increasing，but incoming rate is 0.

whats wrong with it?
