Could use assistance with Windows Server 2019 installation with error "Unrecognized option neighbours"

I attempted to start this discussion elsewhere but my post appears to have been deleted by a moderator without any redirection of where my question should've have gone which is a bit infuriating but I'm posting here hoping that someone might be able to assist, it would be greatly appreciated.

I cannot get the software to do a clean installation regardless of how I attempt to prepare it and I spent an entire day trying to Google and figure out if I was missing prerequisites or not. I've manually declared the ERLANG_PATH environment variable and added it to PATH as people have recommended as well.

Error from bottom of installer log below.
