apt update fails with ppa2.novemberain.com: Mirror sync in progress?

Installed rabbitmq-server via this script: https://www.rabbitmq.com/install-debian.html#apt-quick-start-cloudsmith

now I get error when i do apt update

There indeed was a sync in progress.

Generally this does not last for more than a few minutes, for example, Cloudflare cache is set to 2 minutes.

Specifying both repositories also helps because they are never in the process of syncing at the same time.
