Increase threshold for fanout alarms #79
Description
Instead of 2 failures in 2 periods, we should do 4 in 4. This would allow 4 failures in a row (over a 2 hour time) before alarms. We think this would improve false positives when AWS regions have specific issues or hanging API endpoints.
