Phase II: add fixed cell length

Currently, the cell length is calculated as betalmbtheta/2. Sometimes it makes sense to check how beam dynamics is affected in a fabricated structure if phase advance errors are measured. In this case, it makes sense to define the length of the structure instead of beta. Should be a different keyword, however.
