What component to pick for a Status Tracker?

Hi all! I am wondering what component you suggest, for the "tooltip/hover" functionality for a status tracker?

I am considering:

• Hover Card (only for anchors?)
• Popover
• Tooltip (wrong component for rich content?)

Does this change if a bar is clickable? E.g.

• anchor → HoverCard
• button → Popover
• div → Popover/Tooltip?
• div with onClick → Popover/Tooltip?
