Issue Type 2 (EIP-1559) tx from registration script

Problem Definition

The service registration script still issues legacy (pre EIP-1559) tx which leads to unpredictable tx execution durations.
This depends on web3.py having proper support for those.

(This was encountered during external testing of the RSB setup process.)
