Not harvesting the city square

Describe the bug
The city is not harvesting its center square. Clicking on a city squares does not fix this in OpenCiv1, but does fix it in Civilization 1 version 474.04.

I think I fixed this in unstable version. Just to find the time to finish the unstable version...
