Behaviour when request is for no files #15
Description
When testing the queuing functionality in the datagateway-download-api we accidentally submitted a recall request with nothing in it.
This resulted in an error being returned from the getPercentageComplete endpoint due to a divide by zero error which needs fixing.
More generally, does the IDS handle these requests correctly and what is the desired behaviour (it probably was not even considered).
