Description

After merging #1570, we need to test this new scenario with Wrangler managing certificates.

We can start by using the existing capiprovider suite and consider covering it also in the import tests.

Removing cert-manager completely from the test environment may not be possible (ngrok probably needs it?) but we can still test that Turtles functionality is not broken when enabling the feature gate no-cert-manager.

CI includes a validation that there are no regressions: Turtles continues to work as expected after moving away from cert-manager by enabling no-cert-manager feature.
