Missing `file.destroy(cb)`

There's currently no way for an application to fully delete the storage for a file outside of going into the dev tools or doing something weird to IDB directly.

It'd be nice to have this method implemented. It seems to be available for random-access-idb-mutable-file and random-access-chrome-file though, so a lot of browsers should be covered already.
