Update README with NgUpgrade info #1499

This commit:

shows that the readme is updated with information about NgUpgrade not working with downgraded components.
I don't see the same message in master's readme.md.
Looking at the git log graph (of master and the commit) and see that the commit's branch never merges to master.
Is it true that there is no support for downgraded components?
