[FEA] Add CI checker for ABI stability

This should be an optionl checker (that is, it shouldn't block a PR from being merged), but it should provide a strong warning that will be immiedately visible to the author and reviewers of PRs, alerting them that their changes break ABI compatilibility against what is currently in `main`.
