Nightly CI tests on release/26.02 branch haven't succeeded in the past 7 days because of two flaky tests.

1. SOLVERS_TEST on cuda 13.1
2. SPARSE_TEST on cuda 12.9

In the meantime we need to increase the max_days_without_success to unblock development for raft.
We need to merge this PR #2949 to unblock downstream repos (cuvs and cugraph).
