Build fails because of openssl install failure on macOS 12.3.1

Trying to install ruby 2.7.6 on macOS 12.3.1, Intel, no homebrew:

$ rbenv install 2.7.6

BUILD FAILED (macOS 12.3.1 using ruby-build 20220426-1-gc0d87ea)

It seems the directory /Users/.../.rbenv/versions/2.7.6/openssl/ssl/ is not created before the installation script tries to write the cert.pem file into it.
