MacOS can't build Ruby 3.1.3 or 3.2 "C compiler cannot create executables"

I have been trying to build Ruby on my machine for a while and am getting a failure with the following results. I have ensured that the command line tools are installed and updated them. I also verified that I have OpenSSL installed using the instructions from the wiki.

I was trying this on MacOS 12 last week before upgrading to 13.1 this week.
