Installing Ruby 2.7.7 fails on MacOS 13.0.1 (M1)

Steps to reproduce the behavior

1. Update ruby-build to RUBY_BUILD_VERSION="20221124"
2. Run: rbenv install 2.7.7

Expected vs. actual behavior

Install should succeed but fails on installing openssl 2.2.1 gem.

The problem in my case got solved by upgrading Xcode to 14.2.
Actually, there was a warning after brew install ruby-build mentioning I need to upgrade Xcode to 14.1.
