rbenv install 2.7.5 fails on macOS Ventura 13.3

I've been unable to install ruby 2.7.5 with the command rbenv install 2.7.5, there seems to be an openssl error.

I've tried a few different commands recommended in other discussions, the most recent being

export LDFLAGS=-L/opt/homebrew/opt/[email protected]/lib
export CPPFLAGS=-I/opt/homebrew/opt/[email protected]/include
RUBY_CONFIGURE_OPTS="--with-openssl-dir=$(brew --prefix [email protected])" rbenv install 2.7.5

But we get this error output:
