irc and pandas are not installed because they depend on some other modules that are failing to install in your case.
panadas depend on numpy - that's a hint.
ARMv7 has some issues with pandas, I remember spending a lot of time making a working docker image for the ARMv7 architecture.

If you are not going to use Analytics - then you can disable it and skip pandas installing.
But irc is required, so you will need to analyze the output and find which package is failing to install.

Oh, it's a dependency hell. Looks like pydantic_core depends on it.
