RDF2HDT Rust implementation

If anyone is interested in a Rust version of the library, I have a first draft here and it's intended to work with the hdt_rs library. Currently only supports SPO, Bitmap Triples, and PFC Dictionaries

Shouldn't the name be hdt-java-rs if we follow the pattern?

meh hdt-cpp-rs if anything - but name's still up in the air. I can't publish the crate as-is to crates.io because of a dependency on some unpublished changes in hdt-rs. And the long-term plan is to migrate the code into the hdt crate anyways. There's some discussion here
