Problem/Opportunity

With the recent power manager plugin introduction, ripple startup is causing issues in community builds.

Steps to reproduce

1. Query power state
2. try to set power state as on

Expected Behavior

org.rdk.System.1.setPowerState should return true.

Actual Behavior

org.rdk.System.1.setPowerState API calls fails

Adding dependency for powermanager and system plugins seems to be resolving the issue. This is going to get fixed as a patch in recipe until the fundemental issue is identified.

@joseinweb Ripple does not work or integrate with power manager plugin in current implementation does this issue still need to be open?
