RDKBACCL-978: Modifying the speedtest-client binary to RefSpeedtestClient

Reason for Change: Adding SpeedReference.sh to enable speedtest functionality using iperf3
Test Procedure: Build should complete successfully, BPi should communicate with iperf3, and logs should be updated under rdklogs.
Risks: Low.
