docs: standardize style based on commonly used format blog posts (#1329)

#  blog > index.md 업데이트 및 헤더 내용 통일

번역 과정에서 다른 문서들을 확인한 결과, 표현 형식을 통일하는 것이 다른 분들께도 도움이 될 것 같아, 가장 오래된/많이 사용된
형식으로 적용하였습니다. 혹시 기존 의견이 있다면 반영하겠습니다!

- index.md -> 번역 반영, 날짜 형식 통일 (yyyy년 m월 dd일)
- 포스트 -> 날짜, 작성자 형식 통일 (yyyy년 m월 dd일, 작성자명)
