Update dependencies and refine router configuration

- Bump versions for @rsbuild/core (1.6.9), antd (6.0.0), and @biomejs/biome (2.3.8) in package.json and bun.lock.
- Update @tanstack/react-query version to 5.90.11 and json-diff-kit to 1.0.34.
- Comment out the import of './utils/notice' in router.tsx for potential future use.
