Description

If we decide to pick this, we should merge both PRs:

• [0.81] Backport: Create a debugOptimized buildType for Android facebook/react-native#53568
• [0.81] Update template to work with debugOptimized variant react-native-community/template#174

This backports debugOptimized to 0.81. We did some testing today with @tomekzaw and this seems to improve the local debug experience by ~30%
