Description

This change allows Codegen to skip code generation of app-specific files when it runs from a library.

This change has been requested by Callstack. Otherwise, they'll have to patch create-react-native-library to generate code that is compatible with 0.77

Ditto to what @robhogan said here. Can we drop this one? Users can update to 0.78 if the want this feature

I would actually pick it. It's true that is a new feature, but it is quite hidden and only for Frameworks. It unblocks react-native-create-library which, otherwise, is broken.
