Description

This didn't quite get picked up in time for 0.76.0-RC.0, but it may still fulfill the criteria of a performance improvements pick, since it improves @react-native/codegen's performance from being one of the slower Babel transforms in React Native projects, to being pretty average.

For some context: It'd be nice to have for a dependency clean up effort on Expo's end, since it holds on to some dependencies we're otherwise looking to drop, so every little bit helps, but mainly the pick request is to get the above improvement instead.
