Description

GH bump the runners for windows and ubuntu and now those runners come with CMake 4.0 which is not compatible with building hermesc for linux and windows.
This commit pin the cmake version to a working one.

   • Reverting or fix-forwarding a migration to Kotlin of a file (say ReactRootView.java ) if that is causing a breaking change for the whole React Native ecosystem.
