Build: builds emitting error on Celery SoftTimeout

We've had a few reports of build tasks terminating with an unknown error. These
builds seem to terminate at 15 minutes and have an unknown error. Looking into
logs, the error is due to an unhandled Celery SoftTimeLimitExceeded exception:
