Provide a system command that dumps the system info

Provide the command /system which will provide:

• OS info
• local OS date based on the current timezone
• must be localized en-US / pt-br
• JVM info
• Rebot's build version
• ??

If the command is from a group, only admins should be able to trigger this command.
