Make icons better in footer

Below is the video of issue. The footer of website has links that are underlined on hovering. But the icons of linkedIn , etc show no effect except pointer cursor. I want to add functionality, to this but zooming the icons or possibly adding a border to them when hovered so that it aligns with the entire website
