Improve and Standardize GitHub Issue Template for Better Clarity

📝 Description:
Currently, the repository’s issue template is basic and lacks detailed guidance for contributors. Improving the template will make it easier for contributors to submit high-quality, structured issues, reducing back-and-forth clarifications.

💡 Expected Improvements:
Clear sections for Bug, Feature, and Documentation issues.
Predefined labels / checklists for faster triaging.
Guidance for steps to reproduce, expected behavior, screenshots, and environment details.
Optional fields for related issues/PRs and priority/impact.

✅ Benefits:
Faster issue resolution.
Consistent reporting from all contributors.
Improves overall project management and maintainability.

I have a few suggestions:

1. The current template options only include GSSOC'25 - adding support for Hacktoberfest would be great.
2. The current templates don’t have a section or space for the issue creator to add comments - this would help contributors share their ideas, approach, or thoughts.
3. Or we can add separate section for sharing their approach.
4. In the browser section, adding "all 4" option would be great, if they face the same issue in all
