This repo needs a CI process and Authenticode signing

To implement CI and signing in this repo

• Create a GHA build
• Ensure the package is signed and pushed to nuget

Alternative approach

• Add this package to https://github.com/red-gate/nuget-thirdparty
• Ensure that gets built, signed and published correctly in CI
