refactor: remove AI Eng enablement links from core (#30)

This data is AI Engineering-specific and has been moved to the
rhai-org-pulse consumer repo (modules/ai-impact/client/enablement-links.js).

Core has no consumers of this file — it was only used by AI Eng's
platform extension (DocsTab) and ai-impact module.
