Create utility to display the output of -*notify

Have the ability to launch a command when activated from the core wallet.
While there are some examples of what to write in the space, there is no simple E2E to demonstrate the function.

Provide a working E2E example.

Have created an external repo for a small project to do as described.

it will handle all 4 of the notifications

Ok, so this is currently sitting as an external repo stakenotify in reddcoin-project.
I am thinking that this could go into the contrib directory.
