Add support for user-configurable patterns/globs for excluding manifests from Component Analysis

Mirroring the feature from the vscode extension, providing a way for users to provide a list of pattern matching strings (implemented via globs in the vscode extension) to check against manifests for which to not perform component analysis on.

The vscode (will) also supports adding manifests to the exclude list via buttons in the error/vuln-discovered popups, which should also be supported by intellij for convenience
