[RFE] Ensure the cloud defined in spare_pool_name cannot be used with SSM

We need to ensure a tenant isn't able to specify cloud01 or whatever is defined as the `spare_pool_name:` in QUADS SSM functionality.

By default just not specifying a cloud environment should pick the next available one but we've seen a case where someone specified cloud01 and that shouldn't be allowed.
