There's a setting called Region where you can change the server location. If you have a VPN on disable it. Are you in the US? Xbox cloud isn't available in every country just a heads up.

Before logging in, change your region to United states then log in. If it doesn't work, turn on a VPN (Browsec VPN) to Netherlands or any country supporting Xbox cloud and change your region to united states and turn it off. That's how I got it to work for me.
