please go to packages: people, root-config -> run pnpm install.
go to root repo: pnpm start.

btw, this issue is not spa related. It's about pnpm. If you have a chance to use npm or yarn you can use it.

and Using "MemoryRouter" instead of the Router in the micro-frontend project would be best.
